- From February 17 to 18, the third round of negotiations between Russia, Ukraine, and the USA will take place in Geneva. This time, Vladimir Medinsky will head the Russian delegation, replacing Igor Kostyukov. The composition of the Ukrainian delegation will remain the same: Rustem Umerov, Kirill Budanov, Sergey Kyslytsia, David Arakhamia, and Vadym Skibitsky. The USA will again be represented by Steve Witkoff and Jared Kushner.
- The Kyiv authorities have restored heating in most homes affected by the attack on February 12. However, 1,100 homes in the left-bank districts of the capital have been without heat for almost two weeks following the strike on the Darnytsia CHPP, as reported by Mayor Vitaliy Klitschko.
- Belgorod was subjected to mass rocket attacks, leading to damage to energy infrastructure, reported Governor Vyacheslav Gladkov. Media reports indicate that the strike hit the Belgorod CHPP, causing heating supply issues. Earlier, Gladkov informed about the restoration of heat in homes after previous attacks, but hot water will be turned off until the end of the heating season.
- TASS, citing a source, reports that a new moratorium on strikes against energy facilities may be discussed at the negotiations in Geneva.
- The Minister of Economy of Croatia, Ante Šušnjar, announced the country's readiness to assist Hungary and Slovakia in supplying Russian oil bypassing Ukraine.
- On Monday night, Russia attacked Ukraine with four "Zircon" anti-ship missiles, a "Iskander-M" ballistic missile, an X-31P guided air-to-surface missile, and 62 drones, reported the Air Forces of the Armed Forces of Ukraine.
