According to Baysalov, the effectiveness of the healthcare system is measured by what patients actually experience. “We are judged not by reports and plans, but by how things are for the people: whether there is access to medications, if they can get a doctor's consultation, and whether medical equipment is functioning,” he added.
In 2025, the implementation of the state program "Healthy Person - Prosperous Country" continued, as well as activities within the 2030 agenda and the Sustainable Development Goals related to health protection. Although funding for the sector increased to 52.4 billion soms, by 2030, it is expected that the budget of the Ministry of Health will grow to at least 130 billion soms.
The Cabinet noted a number of key achievements over the past year, including the construction and major repairs of medical facilities, modernization of infrastructure, procurement of new medical equipment, development of digital services, and the implementation of a strategic medical town project in Bishkek in accordance with the president's decree.
During the meeting, areas requiring special attention in 2026 were highlighted, including improving maternal and child health, the efficiency of inpatient care, accounting for and utilizing medical equipment, as well as ensuring continuous supply of medications.
“Disruptions in the supply of medications are a management failure. In 2026, we must establish zero tolerance for supply disruptions, especially for vital items,” Baysalov concluded.
