Since 2020, Kyrgyzstan's budget has increased almost fivefold – Kasymaliev

The Chairman of the Government of Kyrgyzstan, Adylbek Kasymaliev, participated in a meeting of the Ministry of Finance's board, where the results of the work for 2025 were summarized.

In his speech, Kasymaliev noted that the Ministry is finishing 2025 with impressive results, highlighting that in recent years there has been significant economic growth and financial stability in the country.

“Compared to 2020, the budget of Kyrgyzstan has increased almost fivefold. The consolidated budget has grown from approximately 247.8 billion soms in 2020 to about 1 trillion 101 billion soms in 2025,” he emphasized, listing key factors that contributed to this growth.

Such factors include:

- economic growth: the gross domestic product (GDP) increased from 8.3 billion USD in 2020 to more than 22.6 billion USD in 2025;

- improvement in tax administration: revenues of the Tax Service increased from 78 billion soms in 2020 to 304.3 billion soms in 2025;

- customs revenues increased sixfold: from 28.9 billion soms in 2020 to 157.4 billion soms in 2025;

- non-tax revenues increased 8–9 times: from 33 billion soms in 2020 to about 189.4 billion soms in 2025;

- growth in economic activity: the volume of the services sector exceeded 1 trillion soms, with a growth rate of 10.9%;

- increase in revenues from Kumtor: from 2021 to 2025, after the transition to state management, about 5 billion 115 million USD (over 400 billion soms) was received. Approximately 1 billion 176 million USD (about 100.6 billion soms) entered the budget in the form of taxes and other payments, as well as about 441 million USD (around 38.2 billion soms) in the form of dividends.

Kasymaliev noted that with the increase in revenues, expenditures are also rising, and the availability of resources allows for the implementation of large construction projects, including roads and mortgage housing.

“If earlier our budget was social in nature, now it has turned into a development budget,” Kasymaliev summarized.

At the end of the meeting, the Chairman of the Government assigned the Ministry of Finance a number of tasks, including one of the key tasks set by the President for 2026 – increasing the salaries of social sector workers and ensuring the effective use of budget funds in the public procurement system.
