Kyrgyzstan updates sanitary protection rules and action plan for 2026–2030

The Ministry of Health of the Kyrgyz Republic has presented for public discussion a draft of a new resolution concerning the sanitary protection of the country's territory and a comprehensive plan for anti-epidemic measures for the period from 2026 to 2030. This document is aimed at combating the importation and spread of quarantine and particularly dangerous infectious diseases that may threaten public health.

Deputy Minister of Health and Chief State Sanitary Doctor Ryspek Sydygaliev noted on the air of Birinchi Radio that the project is based on the Constitution and the Law on the Protection of Citizens' Health, as well as on the fundamental law adopted on January 12, 2024, which regulates the work of the entire sanitary and epidemiological service of the republic.

He also reminded about the existence of the Republican Center for the Prevention and Control of Particularly Dangerous Quarantine Infections, which has sanitary quarantine points at the borders of the country. In the event of outbreaks of quarantine infections, temporary sanitary points may be organized, and the main tasks of the law remain the prevention of both infectious and non-infectious diseases.

Sydygaliev emphasized that no major outbreaks of infectious diseases such as anthrax, tularemia, plague, and rabies were recorded by the end of 2025; however, other infectious diseases were under the control of the sanitary and epidemiological service.

Discussing the draft resolution, he explained that the document had previously been approved by the Prime Minister and is now being presented for discussion due to changes in the cabinet of ministers. In light of the 2020 pandemic, the draft includes measures to tighten control at quarantine points.

The main goal of the new resolution is to implement the law on sanitary protection, which defines the procedure for protecting the country from the spread of dangerous infections. Sydygaliev noted that the current epidemiological situation, including the spread of COVID-19 and the likelihood of the use of dangerous pathogens for terrorist purposes, underscores the need for comprehensive interaction among various services in the field of sanitary protection.

He added that it is necessary to develop a mechanism for cooperation between the ministries of health, emergency situations, internal affairs, and other agencies, including financial, natural, and environmental services, to ensure effective protection of the population.

Ryspek Sydygaliev concluded that the goal of the comprehensive plan is to plan and implement preventive measures in emergency situations caused by quarantine infections. The adoption of this document will not require amendments to other regulatory acts and will not entail financial costs.

The draft is already available for public discussion on the ministry's website for five days. Within 14 days, the agency is ready to consider all proposals and questions.
