According to the deputy, most recipients in the villages are struggling and becoming bankrupt



During a session of the Jogorku Kenesh, Kamila Talieva addressed the government with a proposal to review the existing programs aimed at combating poverty, including the social contract.

She noted that in rural areas, most participants in the program are unable to develop their businesses, which leads to bankruptcy. According to her, statistical data shows that the poverty level decreased by only 3-4% in 2024, which is not a significant success against the backdrop of the overall high poverty level in the country.

Talieva also questioned Deputy Minister of Finance Nurbek Akzholov regarding the effectiveness of this program. The deputy minister reported that since 2022, approximately 15,000 social contracts have been concluded, resulting in a 30% reduction in unemployment. In 2025, the amount allocated for social contracts was increased to 150,000 soms, and for 2026, 1.4 billion soms is planned for these purposes.

“I am interested in your opinion on social contracts. How effective are they in combating poverty? Talk to people in the villages; they will tell you about social contracts. From my perspective, these contracts are not capable of lifting people out of poverty. Although I am not an economist, I have experience in the social sector, and I am convinced of this,” emphasized Talieva.
