According to the explanatory note, the development of the amendments was carried out by the Audit Chamber itself. The main goal of the proposed amendments is to improve the legal regulation of its work, as well as to ensure the institutional, functional, and financial independence of the Audit Chamber in accordance with international standards of external state audit (INTOSAI).
According to information from the Audit Chamber, the following changes are proposed:
1) Reducing the number of auditors in the Audit Chamber from nine to three, which means forming a new composition of three auditors, including a chairperson appointed from among them, as well as staff from the office and territorial divisions;
The draft law also clarifies the quotas for the selection of auditors: one will be appointed on the recommendation of the President of the Kyrgyz Republic, while the other two will be elected by the Jogorku Kenesh on its own initiative.
2) Abolishing the limitation of the functions of the Audit Chamber exclusively to performance audits, which will allow it to conduct all types of audits, including financial audits and compliance audits.

Since April 2021, the chairperson of the Audit Chamber of the Kyrgyz Republic has been Almazbek Akmatov.
