- During the plenary session of the Jogorku Kenesh held on February 11, 2026, Deputy Cholpon Esenamanova inquired about the timelines for the start of construction of the BDR in Kara-Balta.

The response to her question was provided by the Deputy Prime Minister and Minister of Agriculture Bakyt Torobaev, who noted that the BDR already exists on the Kara-Balta River.

He also reported on plans to construct 27 water facilities in the Chuy region.

The deputy pointed out the condition of the irrigation canals, highlighting their criticized state.

Torobaev clarified that when he first took office as minister, there were 6,000 km of canals under the Ministry of Agriculture's balance out of a total of 28,000 km.

Since then, according to him, an additional 2,000 km of canals have been added to the balance, with plans to increase this number to 10,000 km.

Cholpon Esenamanova emphasized that in Kara-Balta and other areas of the Chuy region, the condition of the irrigation canals remains critical: many of them are abandoned, silted, or destroyed, leading to crop losses and water shortages during dry periods.

The plenary session also discussed information from the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic regarding preparations for spring field and economic activities in 2026.
