In 2025, nearly 6,500 farmers received preferential loans under FSH-13, - Ministry of Agriculture

- The preferential crediting program for agriculture (FSC), operating in Kyrgyzstan since 2013, will enter its 14th phase in 2026. This was announced on February 11 by the Deputy Minister of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic, Mirbek Duyyshev.

Duyyshev noted that until 2022, the FSC remained the only preferential tool for financing agricultural producers; however, other forms of state support began to emerge afterward.

“As of today, the FSC program has taken on a more social character. Farmers can receive up to 500,000 soms in unsecured loans for livestock and crop production, while amounts over 1 million soms are provided on secured terms,” he stated.

Additionally, Duyyshev mentioned that other initiatives have been launched, such as cluster financing and support for breeding livestock, where loans can reach up to 150 million soms, and interest rates start at 3%.

He also emphasized that the main distinction of the FSC-14 program is the established interest rate of 6%. Under the current state programs, rates range from 3% to 6%, with the remainder subsidized by the government.

In 2025, under the FSC-13 program, preferential loans were provided to 6,487 agricultural producers for a total amount of 4 billion 92 million soms. Since the program's inception, the total amount of funds disbursed has exceeded 70 billion soms, and the number of its beneficiaries has reached over 30,000 farmers and dykans.

As Duyyshev noted, the program allows agrarians to timely conduct sowing and field work, purchase seeds, agricultural machinery, and livestock, as well as ensure production with the necessary resources.
