Ministry of Agriculture of the Kyrgyz Republic approved 9 large-scale preferential lending projects


The Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic is actively developing financial programs to support farmers. By the beginning of 2026, six state projects with a total cost of 7 billion 380 million soms have already been implemented. In the near future, the number of programs will increase to nine, which will allow for record funding of 13 billion 180 million soms.

Farmers, agribusinessmen, and processing enterprises will be able to take advantage of preferential loans provided through the state banks "Aiyl Bank" and "Eldik Bank." The new set of projects covers all essential aspects, from spring fieldwork to modern leasing and water-saving technologies.

Main conditions of support programs

For the implementation of water-saving systems (for up to 7 years) and the development of regional cluster production, the lowest interest rates are provided - only 2% per annum, with a total funding volume of 3.8 billion soms. Agrarians can obtain loans at 3% per annum for the development of breeding livestock, support for seed farms and nurseries, as well as for industrial fattening of livestock in the Chui region and Bishkek.

For traditional areas, such as the "Agriculture Financing-14" program, the rate is 6% per annum. This allows for the purchase of seeds, fuel, and livestock, with loans of up to 500 thousand soms issued without collateral. Similar conditions apply to cluster associations (with a limit of 1 billion soms each) and leasing programs.

Leasing and modernization of equipment

Under the leasing program, agrarians can purchase equipment with an interest rate of 6% per annum for up to 7 years, starting with a down payment of 10%. In 2025, 143 units of special equipment, including tractors and combines, worth 511 million soms have already been issued, and the issuance continues.

Currently, under the "FSA-14" project, loans amounting to over 125 million soms have been issued. Other programs, including a large-scale regional cluster production project worth 3.8 billion soms, are in the final stages of approval and are being prepared for launch.

This level of state support is aimed at strengthening the country's food security, increasing the genetic potential of livestock, and automating processes in agriculture.
