- At the meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development, held on March 9, 2026, parliamentarians adopted the draft constitutional law "On Amendments to the Constitutional Law of the Kyrgyz Republic 'On the Accounts Chamber of the Kyrgyz Republic'" in two readings.

This draft law was initiated by the President of the Kyrgyz Republic.

The Chairman of the Accounts Chamber, Almazbek Akmatov, emphasized that the main goal of the draft law is to improve the legal regulation of the Accounts Chamber's operations and to ensure its institutional, functional, and financial independence, which aligns with international standards of external state audit (INTOSAI).

Additionally, the draft law proposes to reduce the number of auditors in the Accounts Chamber from nine to three, establishing a norm that the Accounts Chamber will consist of three auditors, among whom a chairman will be appointed, and the offices and territorial divisions will be represented.

The President of the Kyrgyz Republic, Sadyr Japarov, presented the draft constitutional law with amendments to the law on the Accounts Chamber for discussion in the Jogorku Kenesh on February 3, 2026.

According to the information provided in the explanatory note, the developer of these amendments was the Accounts Chamber. The main objectives include: improving legal regulation and ensuring the independence of the Accounts Chamber in accordance with international audit standards.

The Accounts Chamber also proposed the following changes:

1) reducing the number of auditors from nine to three, which implies the creation of three auditor positions, among which a chairman will be chosen, and the offices and territorial divisions will be represented;

The draft law also clarifies the procedure for appointing auditors: one will be selected by the Jogorku Kenesh upon the President's proposal, and two will be initiated by the Jogorku Kenesh itself.

2) removing restrictions on the functions of the Accounts Chamber, allowing it to conduct various types of audits, including financial, compliance, and performance audits.

Since April 2021, Almazbek Akmatov has been the Chairman of the Accounts Chamber.
