“If there are only three auditors, will this not be a reason for pressure on them? How will the Council of the Audit Chamber function if you appoint subordinates there at the direction of the chairman?” - Jumabekov asked.
Head of the Audit Chamber Almazbek Akmatov responded that, in fact, when the number of auditors is small, it makes their work more transparent and accountable.
“As for the Council, the participation of heads of the apparatus and departments will allow for more qualified technical decisions to be made. We are ready to refine this aspect for the second reading if there are comments on the voting procedure in the Council,” he added.

President of the Kyrgyz Republic Sadyr Japarov presented a draft constitutional law on amendments to the law on the Audit Chamber for consideration by the Jogorku Kenesh on February 3.
According to the explanation of the draft, the amendments were developed by the Audit Chamber itself. They aim to improve the legal regulation of the activities of the Audit Chamber and ensure its institutional, functional, and financial independence in accordance with international standards of external state audit (INTOSAI).
Among the proposed changes:
1) reducing the number of auditors from nine to three, which will establish a norm that the Audit Chamber will consist of three auditors and a chairman appointed from among them, as well as the apparatus of the Audit Chamber and its territorial subdivisions;
Additionally, the bill clarifies the quotas: the Jogorku Kenesh will select one auditor upon the recommendation of the President of the Kyrgyz Republic and two auditors on its own initiative.
2) removing the limitation of the functions of the Audit Chamber to only performance audits, which will allow for all types of audits, including financial, compliance, and performance audits.
Since April 2021, Almazbek Akmatov has served as the chairman of the Audit Chamber.
