The Accounts Chamber intends to reduce the number of auditors from 9 to 3, - Chairman Akmatov

During the meeting of the committee of the Jogorku Kenesh dedicated to finance, budget, entrepreneurship, and competition development, Almazbek Akmatov, head of the Accounts Chamber, proposed to reduce the number of auditors from nine to three.

He noted that this initiative includes a draft law to change the organizational structure of the Accounts Chamber.

“This is part of a reform aimed at optimizing and reducing bureaucracy, proposed by the president. It will also increase the personal responsibility of each auditor,” he added.

According to him, implementing this decision could lead to budget savings of 30-60 million soms.

“Transitioning to a new management model increases personal responsibility. Currently, decisions are made collectively, which often dilutes accountability. We strive for international standards where the functions of auditors are clearly defined,” Akmatov emphasized.

On February 3, the President of the Kyrgyz Republic, Sadyr Japarov, presented a draft constitutional law to the Jogorku Kenesh amending the law on the Accounts Chamber.

According to the justification developed by the Accounts Chamber itself, these changes are aimed at improving the legal regulation of its activities and ensuring institutional, functional, and financial independence in accordance with international standards of external state audit (INTOSAI).

The Accounts Chamber proposed the following changes:

1) to reduce the number of auditors from nine to three, establishing that the Accounts Chamber will consist of three auditors, including a chairperson elected from among them, as well as staff and territorial subdivisions;

The draft law also specifies quotas: one auditor is appointed upon the president's proposal, and the other two are appointed at the initiative of the Jogorku Kenesh.

2) to exclude the limitation of the functions of the Accounts Chamber to only performance audits, which will allow for various types of audits, including financial and compliance audits.

Since April 2021, Almazbek Akmatov has held the position of chairperson of the Accounts Chamber.

The auditors of the Accounts Chamber are:

𑇐 Pardaali Batirov;

𑇐 Alimzhan Baigazakov;

𑇐 Almaz Turdumaliev;

𑇐 Juzupbek Nurmatov.
