Reference:
On February 3, President of the Kyrgyz Republic Sadyr Japarov submitted for consideration by the Jogorku Kenesh a draft constitutional law with amendments to the law on the Accounts Chamber.
According to the justification, the developer of the amendments is the Accounts Chamber itself. The main goal of the amendments is to improve the legal regulation of the activities of the Accounts Chamber, as well as to ensure its institutional, functional, and financial independence in accordance with international standards of external state audit (INTOSAI).
The Accounts Chamber also indicated the following changes that will be made:
1) reduction of the number of auditors in the Accounts Chamber from nine to three, which implies that the Accounts Chamber will consist of three auditors, including a chairperson elected from among them and the staff of the Accounts Chamber, as well as its territorial subdivisions;
The draft law also clarifies that the Jogorku Kenesh will select auditors: one – upon the proposal of the President of the Kyrgyz Republic and two – at its own discretion.
2) exclusion of the limitation of the functions of the Accounts Chamber to only performance auditing, which will allow it to conduct all types of audits, including financial audits and compliance audits.
Since April 2021, Almazbek Akmatov has been the Chairman of the Accounts Chamber.
