Not just fuel. Kyrgyzstan plans to label cement

The Ministry of Economy has proposed to the public a project regarding the labeling of cement using molecular markers in the Kyrgyz Republic.

What is planned?

According to the proposed measures, cement labeling in Kyrgyzstan is set to begin on June 1, 2026. It will be mandatory for both domestically produced and imported cement.

However, cement that producers send for export will not be subject to labeling.

Currently, there are five main cement plants operating in the republic, which have contributed 3.03 billion soms to the budget from tax payments.

Labeling inspections conducted by tax authorities together with authorized operators will cover the entire range of cement and dry mixes, including those imported, produced, and sold within the country. They will have the right to break control seals.

Why is this necessary?

According to the justification, the difference in tax revenue from various cement plants with comparable production capacities may indicate possible concealment of actual production and sales volumes, leading to incomplete tax payments.

The total production capacity of domestic plants is about 8.4 million tons per year; however, the actual cement production volume in 2024 was 3.12 million tons, and in 2025 it was 4.25 million tons.

At the same time, according to statistics, the average wholesale price for cement in Kyrgyzstan is approximately 6,500 soms per ton, while the price of imported cement from Kazakhstan is about 4,700 soms per ton.

Thus, the price difference reaches about 1,800 soms per ton, which may indicate an undervaluation of imported cement.

Therefore, the implementation of a cement labeling system with molecular markers appears necessary to enhance control over production and imports, improve market transparency, strengthen tax administration, and ensure accurate accounting of all types of products.

It is expected that this measure will lead to a doubling of the legal cement market volume within three years and increase tax revenues from producers to 3 billion soms per year.

Additionally, labeling will help legalize related industries, such as concrete and reinforced concrete products manufacturing, which may also lead to an annual increase in tax revenues from these companies by 8.0 billion soms.

Previously, starting from October 1, 2024, mandatory labeling of gasoline and diesel fuel, both produced and imported, was introduced in Kyrgyzstan using molecular markers. From January 1, 2025, the turnover of unmarked fuel will be prohibited.
