On January 23, last week, President Sadyr Japarov held a meeting with leading representatives of the construction industry.

During the discussion, changes to the Land Code were considered, as well as issues related to the purchase of leased land plots. In addition, emphasis was placed on the gasification of apartment buildings in accordance with the new regulations proposed by Gazprom.

Previously, developers installed a single gas riser that passed through the kitchen and rose to the upper floors. With the new rules, it is planned for pipes to be laid through the stairwells.

Representatives of Gazprom noted in an interview with Tazabek that the installation of gas pipelines in stairwells is a common practice worldwide.

“This scheme provides easy access for gas service workers to the meters, simplifies the process of taking readings and eliminating leaks, and also reduces the risk of gas theft,” the company explained.

Previously, gas supply was carried out through a single riser, which led to accounting problems. In 2019, changes were initiated that were approved by the State Agency for Architecture, Construction, and Housing and Communal Services in 2021. These changes pertain to construction standards SN KR 42-01:2020, which regulate the design of gas supply. In accordance with these standards, work began on developing projects for apartment buildings, as explained by Gazprom.

“In 2023, Gazprom Kyrgyzstan began implementing new technologies, including the installation of gas meters with telemetry. These devices automatically transmit readings, significantly simplifying the resolution of the aforementioned problems. In the future, it may be possible to place meters both in stairwells and in apartments,” the company added.

Context of the situation:

The head of the Union of Builders of the Kyrgyz Republic, Cholponbek Akmatov, previously expressed in an interview with Tazabek that it would be more reasonable to keep the old scheme for laying gas pipelines, as otherwise, pipes would have to be laid separately for 400 apartments in one building. Akmatov also noted that Gazprom has smart meters that can solve the problem of accounting for readings.

“We, as developers, are asking the question: ‘What will this look like? Imagine, in the stairwell there are six apartments, and six pipes will be visible, and they cannot be concealed,’” Akmatov shared his concerns.
