
The project proposes that PINs will be assigned to foreigners and stateless persons by authorized bodies in the field of national security upon their first entry into the country. The data for this will be automatically recorded at the moment of crossing the border and immediately entered into the Unified System for Accounting External Migration (USAEEM).
According to the explanatory note to the document, the implementation of such an approach will reduce the time for migration registration, increase the accuracy and standardization of data, and also reduce the burden on the Public Service Centers by eliminating information duplication. Furthermore, this mechanism aligns with modern requirements for the digitalization of public services and simplifies entry procedures for foreign citizens.
