According to the proposal, the PIN will be issued not at the public service centers (PSC), but directly at the border during border control. The responsibility for assigning this number is placed on the authorized body responsible for national security.
The changes pertain to resolution No. 207, adopted on April 17, 2025, and clarify that obtaining a PIN is available not only for citizens of Kyrgyzstan but also for foreigners and stateless persons.
Key changes include:
- Formation of the PIN through the Unified System for Accounting External Migration (USAEM).
- Foreigners will no longer need to visit the PSC after entry to obtain a PIN.
- Data will be recorded automatically and with high accuracy when crossing the border.
Such changes will reduce the burden on the PSC and expedite the migration registration process.
As stated in the explanatory note, this initiative aims to "streamline the entry of foreign citizens" and enhance the accuracy and reliability of data in accordance with the requirements for the digitalization of public services.
