The Ministry of Construction has presented amendments to the norms of seismic-resistant construction for discussion.

The Ministry of Construction, Architecture, and Housing and Communal Services has initiated a public discussion of a draft order that contains clarifications to the norms of seismic-resistant construction. In particular, it concerns the methods for determining peak ground acceleration (PGA) when designing buildings in Bishkek. This project amends the existing building codes SN KR 20-02:2024.

As part of the proposed changes, the overall procedure for calculating peak ground acceleration will be revised. For buildings with a height of 75 meters or more, as well as for unique facilities of IV class social responsibility, a separate regulation is provided.

As stated in the explanatory note, the need for amendments arose due to inconsistencies in design practices. Different organizations used various approaches to calculating seismic impact, which could have led to an underestimation of loads on structures, especially for high-rise and socially significant facilities.

The amendments propose a unified method for calculating PGA for sites with a seismicity of 8 points, which should enhance the reliability of design solutions and reduce seismic risks, as well as bring them in line with modern requirements of the SN KR 20-02 standards.

It is important to note that the implementation of the proposed project will not require additional financial expenditures and will not lead to negative economic or social consequences.
