Ministry of Economic Development: Certificate of Origin Not Required for Mutual Trade in the EAEU

At a seminar organized by the Ministry of Economy and Commerce on the topic of "Proper Filling of Goods Transport Waybills and Correct Indication of HS Codes," the director of the "Legprom" Association, Azamat Kerimbek uulu, raised important issues regarding the obtaining of certificates of origin ST-1 and adaptation to new requirements in the field of electronic commerce.

According to Kerimbek uulu, many entrepreneurs face difficulties when applying for an ST-1 certificate for each batch of goods. He suggested considering the possibility of simplifying this process and reducing the cost of the certificate, as regular shipments significantly increase business expenses for documentation processing.

Igor Golubev, Deputy Chairman of the Association of International Freight Forwarders, reported that the issue of the necessity of the ST-1 certificate has already been studied. According to him, they received an official response from the Eurasian Economic Commission and the Ministry of Economy, which confirmed that within the framework of mutual trade in the EAEU, the ST-1 certificate is not required and is only used in specific cases, such as participation in government procurement or applying tariff preferences when trading with third countries.

The head of the EAEU Coordination Department at the Ministry of Economy, Elimbek Kanybek uulu, also confirmed the receipt of the necessary clarifications. He noted that goods produced in the member countries and in free circulation do not require the issuance of an ST-1 certificate for mutual trade within the EAEU.
