The requirements pertain to transportation carried out across the territories of at least two EAEU member states, according to the agreement regarding the use of navigation seals for tracking cargo. The implementation process will occur in stages, taking into account different categories of goods and methods of transportation.
Navigation seals will be used for the following types of transportation:
- For certain excise goods, including alcohol and tobacco, transported by road and/or rail within the customs procedures of transit and export, as well as in the process of mutual trade between member states.
- For specific categories of goods, such as clothing, footwear, and equipment, which are also transported by road within transit procedures.
- For nicotine-containing products and raw materials classified under commodity items 2404, 2939 79 000 0, and 2939 80 000 0 from the unified Commodity Nomenclature of Foreign Economic Activity of the EAEU, exported from the territory of the Union by road according to the export procedure.
National operators from EAEU member states will be responsible for tracking cargo transportation. In the Kyrgyz Republic, the designated operator is the State Customs Infrastructure JSC.
This mechanism is being implemented to enhance transparency in logistics and ensure the legality of goods circulation, as well as to reduce the volume of control procedures within the Union.
