Erulan Kokulov, a deputy of the Jogorku Kenesh, appealed to President Sadyr Japarov with a request to raise the status of the parliamentary corps in the eyes of the ministers. In response, Sadyr Japarov reacted promptly.
The deputy expressed dissatisfaction regarding the fact that parliamentarians often face reluctance from ministers to meet with them. “We approach them not with personal, but with public issues, and we have to wait at the doors of ministries,” he complained.
The President, for his part, noted that the decline in the authority of deputies is not related to the actions of ministers or the head of state, but to the behavior of the parliamentarians themselves.
“You disgrace yourselves by raising insignificant issues. How can you expect respect from the people after that? Deputies should focus on important problems,” the president added during his speech in parliament.
He also noted that some deputies approach ministers with personal issues, which distracts from real tasks. “If a deputy speaks on behalf of the population, ministers are obliged to find time for communication and joint resolution of emerging issues,” Japarov emphasized.
The head of state instructed ministers to receive deputies without prior appointment, but only on matters of state importance.
Sadyr Japarov called on parliamentarians to cooperate with the government. He noted that not everything always goes smoothly and sometimes shortcomings arise.
“Mistakes are made by the government, and there are shortcomings in draft laws. If something is wrong — correct it. Call the authors, hold discussions, and everything will fall into place. For example, at the previous meeting, Deputy Dastan Bekeshev opposed one of the draft laws, and at his request, one paragraph was removed. I inquired about the matter, and the Minister of Internal Affairs said it was a good project; perhaps the deputy did not fully understand it. I suggested that they explain the essence to him. As a result, Bekeshev was invited to “Yntymak Ordo,” and everything was settled in an hour. Ultimately, he will be submitting this draft law for the second reading,” the president noted.
