Media: Human rights defender Tolekan Ismailova taken in for questioning in Bishkek

Tolekan Ismailova reported on March 13 that she was detained for questioning by officers of the Main Internal Affairs Directorate of Bishkek, as reported by Azattyk.

A document from an investigator was published on her Facebook page, which concerned the conduct of a preliminary investigation. It states that the account of Tolekan Ismailova disseminates information that provokes negative reactions among social media users.

In this regard, the document indicated the necessity to conduct operational-search activities regarding the owner of the page and to ensure her delivery for questioning. However, it did not specify which particular publication triggered such a reaction from law enforcement.

Tolekan Ismailova, along with other human rights defenders, planned to hold a peaceful protest on March 13 in the area of the administration of the Pervomaisky district of Bishkek due to the ban on holding rallies in the main squares of the city.

She also reported the detention of activist Bermet Borubaeva, who was also planning to participate in the peaceful action.

The ban on rallies and pickets in the Pervomaisky district of Bishkek has been repeatedly extended, and in 2026 it will mark four years since such actions in the main squares of the city have been prohibited. The initiative to ban peaceful gatherings comes from the district administration, and the courts approve these proposals.

President Sadyr Japarov, on March 11, in response to questions from deputies in the Jogorku Kenesh, noted that the ban only applies to actions held near courts, prosecutors' offices, and other institutions, while rallies can be freely held in Gorky Park in Bishkek.
