The licensing of passenger transport by cars began on September 12, 2025. Subsequently, according to a government decree, the deadline for obtaining a license was extended to February 1, 2026.
Despite repeated warnings about the necessity of obtaining a license in advance, by December 2025, the number of drivers who had obtained licenses remained low. Currently, in all regions of the country, the licensing process is being carried out more actively, and more than 8,000 citizens and 300 legal entities have already received licenses, as the ministry indicates.
At present, taxi operation licenses are being issued in all divisions of the Main Directorate for Road Traffic Safety.
