A draft law has been published in Kyrgyzstan, which is currently being discussed by the public and proposes changes to legislation concerning the protection of citizens' health and licensing. The main changes relate to the rules for smoking hookahs.

According to the proposed amendments to the law "On Protecting Citizens' Health from the Consequences of Tobacco and Nicotine Use," a complete ban will be introduced on the use of hookahs, shishas, and narghiles in public places. The only exceptions will be establishments that have a license, special equipment, a ventilation system, and access for visitors over 18 years old.

Additionally, amendments will be made to the law "On the Licensing and Permitting System," which will make the activities of hookah lounges subject to licensing. This means that any organization wishing to provide hookah smoking services will need to obtain a separate license.
