Residents of a new building in Bishkek are concerned. Their homes have found themselves in the gray zone of the master plan.

Dmitry Svetlichny, one of the residents of Bishkek, contacted the editorial office of Kaktus.media with alarming news. According to the new general plan, more than 150 plots on Suvorov Street, located near the Big Chui Canal, have unexpectedly been classified as a gray zone, which means there is no clear functional designation.

According to Dmitry, the plots near the Karagachev Grove began to be allocated to teachers and other budget employees back in the late 90s. Currently, new houses have already been built here, the areas are fully developed, and all necessary engineering networks are in place. At least 150 families live in this area.

Until recently, the residents had no doubts about the legality of their constructions.

Previously, in the old general plan, this territory was considered a residential zone intended for individual construction. The initial version of the new general plan also maintained this status, but in the updated version, it was changed to a gray zone.

In this regard, Dmitry decided to reach out to the city hall through the media, asking about the reasons for the change in the functional designation of the zone and what the property owners should do.

“We are concerned about the recent events related to the seizure of plots. We fear that after the general plan is adopted, officials may come to us and say: 'Your houses are built illegally, this is not your land, this is designated as a gray zone.' We understand from the situation of the residents of Aitmatov Avenue, Kok-Zhar that we may lose our property. We ask the city hall to restore the previous status of the land for individual construction,” Dmitry concluded.
