During the discussion of the bill on checking drivers' knowledge of traffic rules, Deputy Altynbek Kilychbaev expressed confusion regarding the state's focus solely on drivers' responsibility for road safety. He emphasized that it is primarily the state's duty.

Kilychbaev noted that it is necessary to increase the number of video cameras on the roads, as he believes this contributes to a reduction in traffic violations. "The state must create conditions to ensure safety on the highways," he added.

The deputy also pointed out the lack of road signs in various places and the poor condition of the roads, for example, between Bishkek and Osh. "We only talk about civil responsibility, but the state must also show initiative and support," he noted, highlighting the high rates of traffic accidents.

In response to these remarks, Deputy Minister of Internal Affairs Adylbek Biibosunov emphasized that compliance with traffic rules is the responsibility of every driver, regardless of the presence of an inspector on the road. He also acknowledged that some road sections indeed require improvement and assured that the State Traffic Safety Department had sent directives to the Ministry of Transport to address this issue.
