Dastan Bekeshev on the Problems of Drivers in Categories C and D: Licenses Should Take Subcategories into Account

At a meeting of the Committee on Law and Order of the Jogorku Kenesh, Deputy Bekeshev raised the question of why drivers with category D licenses must undergo retraining to obtain a D1 subcategory license.

He noted that dissatisfied drivers have approached him, questioning the logic behind such requirements. "How is it possible that a person driving a KamAZ truck is not allowed to drive a small truck? Or that a driver of a 16-seat bus cannot operate a vehicle with eight seats?" he stated.

The answer to this question was provided by the director of the State Center for Vehicle Registration and Driver Training, Tynychbek Saidov, who reported that the procedure for training drivers was approved in November 2025.

"According to this procedure, no training is required to obtain a D1 subcategory; it is sufficient to pass additional practical testing. Upon successfully passing the test, the driver will be able to obtain a D1 license," Saidov explained.

Bekeshev also noted that many drivers who previously worked on buses are now unable to find jobs because they do not have licenses for minibuses. "So many problems have arisen for people! Many companies cannot operate, and drivers are deprived of the opportunity to carry out transportation," he added.

Another deputy, Bolotbek Borbiev, agreed on the need for a more detailed study of the issue of subcategories.
