Deputy of the Housing Committee Proposes to Simplify the Subcategory System for Drivers

At a meeting of the parliamentary committee on law and order and the fight against corruption, Deputy Dastan Bekeshev expressed dissatisfaction with the current system of subcategories for drivers. He noted that drivers with higher categories cannot operate smaller vehicles without obtaining additional subcategories.

The deputy questioned how it is possible that a person with a category D license is not allowed to drive a vehicle in category D1, calling this restriction absurd. According to him, drivers can operate larger vehicles, such as KamAZ trucks or buses, but cannot drive smaller cars, such as "Porters" or minibuses.

Representatives of the relevant agencies were unable to respond to his proposal to simplify the category system, citing existing norms and regulations.

“I ask a question, and they remain silent. Unfortunately, my proposal was not accepted, and the response was: let’s look at other laws, maybe we can resolve this issue somehow,” Bekeshev shared on his Telegram channel, commenting on the discussion.

The deputy added that these regulations are causing difficulties for transport companies, which face challenges in carrying out transportation. Drivers with categories D, C, or E have to retake exams and practical tests to obtain subcategories C1 or D1.

“They have to go through practical training again, take exams, stand in line to renew their licenses, and pay for it. It seems that this is done to collect money from people,” the parliamentarian concluded.
