According to a study by the American analytical center Middle East Media Research Institute (MEMRI), Pakistan has become an increasingly notable platform for the rapprochement of Hamas with local radical groups such as Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) in recent years. This situation calls into question Western efforts to isolate Hamas and raises concerns about Pakistan's relationships with the U.S. and its allies.

Political Situation

On January 15, 2026, an intergovernmental organization called the Board of Peace was established under the auspices of the U.S., aimed at "promoting stability, restoring legitimate governance, and ensuring sustainable peace in conflict zones," including the Gaza Strip. Analysts are focusing on the activities of Dr. Najee Zaher, the special representative of Hamas leader Khaled Mashal in Pakistan. Following Hamas's attack on Israel on October 7, 2023, his activity in the country has significantly increased, and he has been regularly participating in rallies and conferences, often appearing as a guest of honor.

Connections with Terrorists

MEMRI also highlights Saifullah Khalid Kasuri, a high-profile LeT commander whom Indian authorities consider the organizer of the terrorist attack in Pahalgam on April 22, 2025, which claimed the lives of about 30 civilians. According to analysts, Kasuri continues to actively participate in Pakistani affairs and is believed to be under protection.

Conferences in Kashmir

Analysts point out the conference "Solidarity with Kashmir and Operation 'Al-Aqsa Flow'," which took place on February 5, 2025, in Rawalakot, where representatives of Hamas, LeT, and JeM gathered. The participants declared their intention to coordinate their actions and viewed the Palestinian and Kashmir conflicts as parts of a unified "pan-Islamist struggle."

Indian media suggest that the goal of such events is to create a common narrative that links the situations in Gaza and Kashmir, presenting them as fronts against Israel and India.
