Employees of the Ombudsman Institute visited the colony after an appeal from the Media Action Platform of the Kyrgyz Republic

Employees held conversations with the inmates and checked the conditions of their detention.


Monitoring of the rights of convicts in colony No. 27 of the State Penitentiary Service was carried out by the Ombudsman Institute of the Kyrgyz Republic.

Earlier, the Media Action Platform of Kyrgyzstan initiated an appeal to the authorities requesting an urgent investigation into possible cases of torture, cruel treatment, and persecution of inmates for filing complaints in this institution.

The results of the inspection conducted by the human rights organization revealed a number of violations.

Currently, there are 1,102 people serving sentences in the country's prisons, and colony No. 27 is overcrowded, violating the established quota for the detention of inmates.

According to Article 99 of the Criminal Code of the Kyrgyz Republic, each convict should be allocated at least two square meters of living space. However, in colony No. 27, there is an average of only 1.6 square meters per inmate.

Employees of the Center for the Prevention of Torture and Monitoring of Human Rights at the Ombudsman Institute inspected a two-story building consisting of several rooms.

In one of the rooms, with an area of 16.5 square meters, there are 10 inmates, and in another room, with an area of 23.1 square meters, there are 14 people.

On the second floor, there are two rooms: one with an area of 26.4 square meters, housing 15 inmates, and another with an area of 16.5 square meters containing 10 inmates.

It should be noted that the institution was originally designed for 750 places until 2023, but in 2026, it is planned to increase the number of places to 2,000 without constructing new buildings.

According to representatives of the Akıykatçı office, the capacity of the institution should comply with legislative norms based on living space.

The Ombudsman Institute sent a proposal to the State Penitentiary Service regarding the need to expand the area of colony No. 27 to meet legal requirements.

During their visit, the institute's employees also conducted a survey of the convicts, and three of them filed complaints.

One of the inmates, a German citizen sentenced to 5 years under Article 322 of the Criminal Code, contacted his country's embassy requesting information about his detention.

Another convict sought assistance in obtaining a pardon, stating that his application submitted in December 2025 had been rejected.

The employees of the Ombudsman Institute provided him with legal advice on how to file petitions for pardon.

They explained that a second petition can only be submitted after the convict has served half of the imposed sentence.

In the absence of new circumstances, a repeated petition can only be submitted one year after the signing of the decree by the President of the Kyrgyz Republic rejecting the previous petition.

It is worth noting that akyn Askat Zhetigen appealed to the public with complaints about violations in the colony and reported that he was placed in a punishment cell after communicating with representatives of the Ombudsman Institute. The activist's letter was published by his lawyer, Nurbek Toktakunov.

In response to this appeal, the Media Action Platform of Kyrgyzstan issued a statement, after which employees of the Akıykatçı office and the leadership of the State Penitentiary Service visited the colony. As a result of the visit, Askat Zhetigen was released from the punishment cell.
