The ombudsman revealed shocking conditions in the isolation facility for foreigners

The Ombudsman of the Kyrgyz Republic, Jamilya Jamambaeva, reported on repeated attempts by state authorities to obstruct the monitoring of the conditions of detention of foreign citizens in the Temporary Detention Center located at the former Gansi base. This information was provided by the press service of the agency.

According to her, on October 28, staff from the institute arrived to check the compliance with the rights of foreign citizens, but access to the center was denied to them again. As a result, a report on the denial of access was drawn up and sent to the General Prosecutor's Office. The military prosecutor's office, having reviewed this report, issued a proposal to eliminate the violations, which led to disciplinary action against the responsible official.

Only after this, on November 3, 2025, the Ombudsman Institute was able to conduct monitoring. The results of the inspection revealed serious violations: at the time of the visit, there were 160 people in the center, but the sanitary and hygienic conditions were found to be unsatisfactory. The internal toilets were closed, and there were only three portable toilets in the yard.

The absence of a heating system in the building created additional problems, as air conditioners worked only in four rooms, leaving the other areas cold. The shower stalls were represented by temporary structures placed outside.

Moreover, detained foreigners were forced to cook food outside, although there was a designated cook in the institution, which indicates a failure to fulfill the duties of ensuring safe nutrition.

The Ombudsman also noted the lack of access to legal assistance for the detainees. Their mobile phones were confiscated, and the use of alternative means of communication was prohibited, depriving people of the opportunity to contact relatives, lawyers, and interpreters. This violates Article 61 of the Constitution of the Kyrgyz Republic and Article 13-1 of the law "On Guaranteed State Legal Assistance."

Following the inspection, the Ombudsman Institute sent an official appeal to the Cabinet of Ministers proposing measures to eliminate the identified violations.

In December 2025, a new appeal was received from the lawyers of the detainees, after which the staff attempted to go to the site again. However, they were obstructed once more, being required to obtain additional permission to enter and meet with the applicants. A new report on the repeated denial of access was drawn up and sent to the General Prosecutor's Office.

In light of these circumstances, the Ombudsman Institute calls on the Ministry of Internal Affairs to take action against officials who hinder the lawful activities of the Ombudsman and ensure transparency in the operations of the Temporary Detention Center for Foreign Citizens.
