How trees that are cut down in the city of Osh are assessed

In Osh, starting from February 2025, questions arose regarding the fate of the wood and the income from its sale due to the cutting down of hundreds of trees under the pretext of losing their biofunctional properties. The head of the Landscaping and Improvement Plant, Azamat Sovetbekov, noted that it was agreed with the city council to cut down 1,430 trees on Kurmanjan-Datka Street. Preparatory work began at the end of 2024, and the actual cutting started in early 2025.

Independent experts were involved to assess the wood, classifying it into three categories. The first category included trees suitable for construction needs, which accounted for 5% of the total volume. These were mainly plane trees, valued at 7,500 soms per cubic meter. The second category consisted of first-grade trees, valued at 4,000 soms per cubic meter. The third category included second-grade trees, which could only be used as firewood, valued at 2,500 soms per cubic meter.

According to the appraisers' conclusion, most of the cut trees were found unsuitable for construction: maples and ashes were generally rotten and could primarily be used as firewood. According to unofficial data, about 65% of the wood was classified as second grade and sold at a price of 2,500 soms.

Azamat Sovetbekov reported that the total income from the sale of wood could exceed 1 million soms. Since the beginning of February 2025, over 680,000 soms have been received in the budget from the sale of firewood, while about 700,000 soms have gone to the plant's cash register. Currently, almost half of the firewood has not yet been sold and is stored in the nursery. Some buyers consider the prices to be inflated and refuse to make purchases; however, the forecasts remain optimistic.

Throughout 2025, the Landscaping Plant received about 200 requests from citizens for free firewood. Firewood was provided to low-income families, kindergartens, and schools. A cargo truck can hold from 2 to 3 cubic meters of firewood, which is mixed in size, and for the plant's employees, firewood was sold at a price of 600-700 soms per truck.

It should be noted that not all cut trees were accounted for by the Plant. On certain streets, contractors, with permission from environmental services, independently cut down trees based on acts from territorial administrations. Additionally, there have been cases where residents in the On-Adyr area and on the outskirts of the city independently cut down trees that obstructed road construction. This year, the plant was unable to cover all areas, and work was conducted in this format.

Local residents express doubts about the justification for cutting down trees under the pretext of losing biofunctional properties. In some cases, residents claim that young trees were also cut down as part of road expansions. According to preliminary data, over 5,000 trees were cut down in Osh in 2025 due to road expansions and other construction works.
