The program was implemented as part of the probation authorities' efforts to create a safe environment and foster respectful behavior, as well as to reduce the likelihood of repeat incidents of domestic violence.

Among the main goals of the program are:
- training in constructive communication skills and emotional management;
- awareness of the consequences of violence for family members;
- development of a sense of personal responsibility and understanding of legal consequences;
- changing beliefs that contribute to violent behavior.
According to the Ministry of Internal Affairs, 19,995 cases of domestic violence were registered in the first 11 months of 2025, which is 27.5% higher than the corresponding figure for 2024.
For the first time in the republic, enhanced protective orders have been introduced, now accompanied by the use of electronic bracelets and mobile monitoring. The first 15 offenders in Bishkek received such bracelets.
