How Many Probation Clients Commit Repeat Offenses in the Kyrgyz Republic

During the seven years of the probation institute's operation in Kyrgyzstan, a record low level of recidivism has been recorded. This was reported by Daniyar Kalmatov, the director of the probation department at the Ministry of Justice, in an interview on "Birinchi Radio".

According to him, in 2025, out of 13,012 probation clients, 140 individuals committed repeat offenses, which accounts for only 1.08 percent.

According to international practice, the acceptable level of recidivism is up to 7 percent.

“Our priority is meticulous accounting. Sometimes court documents can get lost, and individuals do not reach probation because they are at large, not in an institution. On paper, we maintain strict records; however, there are certain risks. Nevertheless, cases of lost clients have not been recorded, although sometimes court documents arrive late,” Kalmatov noted.

He also emphasized that during the probation process, assessments of clients' risks and needs are conducted, and a supervision plan is developed.

“We do not coerce people into actions. The main thing is to monitor their activities, understand their thoughts and intentions. Our goal is to prevent repeat offenses. We rely on the principles of resocialization, reintegration, and rehabilitation,” he added.
