The Government of Kyrgyzstan is launching a new mechanism to protect victims of domestic violence, which includes protective orders with electronic monitoring. This was reported by the press service of the Ministry of Justice.

As part of the pilot project, which is being implemented under the guidance of the government with the participation of the Ministry of Justice, the Ministry of Internal Affairs, the Prosecutor General's Office, the Supreme Court, and the Department of Probation, electronic monitoring has already been applied in 18 cases of domestic violence. Of these, electronic bracelets were used in six cases, while mobile applications were used in twelve. The duration of monitoring is up to three months.

Implementation Process

The basis for the implementation of this system was the Law of the Kyrgyz Republic dated October 15, 2025, No. 214, which amended the Code of Offenses and the Law "On Protection and Defense from Domestic Violence".

Round-the-clock monitoring will ensure real-time tracking of compliance with the restrictions set by the court, quickly identify violations, and respond to potentially dangerous situations. Practice shows that electronic monitoring is an effective means of preventive protection.

In the near future, it is planned to expand the use of electronic monitoring to primary temporary protective orders. Subsequently, this practice will gradually be implemented across all districts of Bishkek, and then throughout the country.
