Protective Orders with Electronic Monitoring: A New System for Protecting Against Domestic Violence is Being Implemented in Kyrgyzstan

In Kyrgyzstan, a new mechanism for protecting individuals affected by domestic violence is being launched, which includes protective orders with electronic monitoring. This was reported by the press service of the Ministry of Justice.
This pilot project was initiated in accordance with government directives aimed at improving the efficiency of state agencies and simplifying bureaucratic procedures. The implementation is being carried out in collaboration with several agencies, including the Ministry of Justice, the Ministry of Internal Affairs, the General Prosecutor's Office, the Supreme Court, and the Department of Probation.

As part of the project, electronic monitoring is already being applied in 18 cases related to domestic violence. Of these, electronic bracelets are used in 6 cases, while mobile applications are used in 12. The duration of monitoring can last up to three months.

This round-the-clock system allows for real-time monitoring of compliance with court-imposed restrictions, as well as quickly identifying violations and responding to potentially dangerous situations. As indicated in the ministry's statement, experience shows that electronic monitoring is an effective tool for preventing violence.

The legislative basis for the implementation of this system was Law No. 214, adopted on October 15, 2025, which amended the Code of Offenses and the law "On Protection and Prevention of Domestic Violence".

"Signals of violations of the protective order conditions will be automatically sent to the monitoring center of the Ministry of Justice, allowing authorized bodies to respond promptly to such cases. The center, which previously worked with clients of the probation service, has now expanded its functions and will also be used for monitoring domestic violence cases, relying on the existing infrastructure and experience of operating around the clock," the Ministry of Justice added.

In the future, the use of electronic monitoring is planned for the issuance of temporary protective orders. The practice will be gradually expanded to other districts of the capital Bishkek, and then to the entire territory of the country.
