In 2025, Russia Sent Twice as Many Convicted Migrants Back to Their Home Countries

At the meeting of the Ministry of Justice's board, the Commissioner for Human Rights Tatiana Moskalkova emphasized the importance of intensifying processes for the repatriation of foreign convicts to their home countries.

According to her, she often receives requests for assistance from women from Tajikistan, Uzbekistan, and Kyrgyzstan seeking help in transferring their relatives to prisons in their homeland.

Moskalkova noted that due to lengthy procedures for reviewing applications, as well as discrepancies between national legislation and international standards, many issues remain unresolved. She added that difficulties with document processing, insufficient knowledge of the Russian language, and challenges with sending parcels exacerbate the situation for these individuals.

Justice Minister Konstantin Chuychenko, in his speech at the same meeting, presented statistics: in 2025, Russia repatriated twice as many foreign convicts compared to 2024 and 4.5 times more than in 2022. He emphasized the need to maintain active work rates and strive for a "radical reduction" in the number of foreigners in Russian prisons.

Chuychenko added that the transfer of convicts to their countries significantly reduces the burden on the criminal justice system in Russia and provides convicts with a chance for rehabilitation and a return to normal life.
