It is driven by the pragmatic interests of the state and the need for expert support in complex negotiations.
Daniyar Amangeldiev, the first deputy chairman of the cabinet of ministers, commented on his involvement in the negotiations regarding the construction of the Upper Naryn Cascade of Hydroelectric Power Stations and issues in the fuel sector that took place in Moscow.
According to him, "Shirshov was engaged due to his deep knowledge of the issue and the project details since 2008. His awareness of the nuances of the initial agreements and technical parameters is essential for forming a well-founded position for the Kyrgyz side in negotiations with 'RusHydro'. We are trying to utilize all resources to advance the project and protect the economic interests of the republic in the energy sector."

Alexey Shirshov is known as a close friend of Maxim Bakiyev, the son of former president Kurmanbek Bakiyev, and is considered an important figure in Kyrgyzstan's energy sector, having a reputation linked to corruption schemes in the industry.
