Deputy Dastan Bekeshev, who initiated this bill, proposes to add new parts 4 and 5 to Article 65. The main idea of the amendments is to introduce liability for obstructing lawful campaigning activities.
According to him, the experience of the recent elections held three months ago showed that campaigning events often face various obstacles.
Unfortunately, some individuals intentionally disrupt meetings, and housing committees and heads of homeowners' associations commit illegal actions that hinder meetings with voters.

Currently, the existing legislation lacks a provision that allows for holding accountable those who create obstacles to campaigning.
The draft law proposes different fines depending on the status of the offender:
- ordinary citizens may face a fine of 10,000 soms;
- for special subjects, such as directors of management companies, heads of homeowners' associations, and housing committees, a fine of 20,000 soms is provided.
The increased fine for the heads of residential complexes and management companies is explained by their special status and increased responsibility for maintaining order and legality in the territories they manage.
