Deputy of the State Duma Proposes to Expand the Definition of "Drugs" in Laws

Mederbek Aliyev, a deputy of the Jogorku Kenesh, proposed to amend several laws by replacing the narrow term "narcotic substances" with a broader one: "narcotic substances, psychotropic substances, potent substances, their analogues, and precursors."

These amendments pertain to the Civil Procedure Code, the Code on Children, and the Law "On Advertising," and were presented by the parliamentarian at a committee meeting that addresses issues related to the judicial system, law enforcement, combating crime, and countering corruption.

Aliyev justified the need for such changes by stating that the drug market has undergone significant changes.

“Ten years have passed, and while the existing definition of ‘drugs’ was sufficient before, it is clearly inadequate now. Many new psychotropic and potent substances have emerged. To fully regulate the situation, it is necessary to use a broader definition, which aligns with international practice,” the deputy noted.
