In his congratulatory message on the occasion of the Day of the Judicial System, the Chairman of the Supreme Court of Kyrgyzstan, Mederbek Satyiev, highlighted key achievements for the year 2025. The press service of the Supreme Court published this information on March 5.

In 2025, the courts of the country received over 318,000 cases, which is a significant increase compared to 2024, when the number of cases reviewed was over 247,000. This growth indicates a rising interest among citizens in the judicial system and their trust in justice.

Satyiev also reported that in the past year, the judicial system initiated the adoption of four laws and ten regulatory acts aimed at improving judicial practice and legal regulation.

The Plenary Session of the Supreme Court conducted significant work: in 2025, 37 resolutions adopted since 1991 were updated, while in 2024 only three were revised. This contributes to the unification of judicial practice.

One of the new steps was the implementation of feedback from citizens through QR codes installed in courts. They allow people to evaluate the work of judges and the progress of hearings.

Satyiev also reminded about the beginning of the implementation of online broadcasts of court sessions starting January 1, 2026, which should enhance the transparency of justice. At working meetings in the regions, he instructed to expedite the implementation of this initiative.

The work on implementing the State Target Program for the Development of the Judicial System for 2021–2026 continues, and preparations for a new program for 2027–2030 have also begun.

Among the infrastructure improvements, the budget of the Judicial Department has been increased, new court buildings are being constructed in the regions, and major repairs are underway at the Supreme Court building.

Satyiev noted that in recent years, judges' salaries have been increased in several stages, which strengthens the independence of the judiciary. Currently, there are also plans to raise salaries for staff in local court offices.

Reforms in personnel policy have been carried out in the judicial system: a commission for the professional assessment of judges has been established, an institute for the reserve of candidates for positions of first-instance judges has been introduced, and the rotation of judges has continued.

Significant steps have also been taken in the field of digitalization: document management has been fully transitioned to electronic format, integration of information systems is underway, and a pilot project for open video broadcasting of hearings is being implemented.

The Chairman of the Supreme Court emphasized the importance of international cooperation. Kyrgyzstan actively participates in the work of the Economic Court of the CIS, where the country is represented at the level of deputy chairman, and in the coming years, the chairmanship is planned to be transferred to Kyrgyzstan.

The Supreme Court also participated in the 20th meeting of the chairpersons of the Supreme Courts of the member states of the Shanghai Cooperation Organization in China, where issues of cross-border disputes and legal development were discussed.

In 2025, the Statute of the Conference of the Supreme Courts of the member states of the Organization of Turkic States was signed, uniting the highest judicial bodies of Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey, and Uzbekistan for the exchange of experience and legal dialogue.

Additionally, the Deputy Chairperson of the Economic Court of the EAEU, Aizhamal Azhybraimova, was awarded the Order of Friendship by the decree of the President of Russia, Vladimir Putin, for her contribution to strengthening cooperation between the countries of the Eurasian Economic Union.

Satyiev emphasized that the judicial system faces new challenges ahead, such as the construction of Justice Houses in Bishkek and other regions, providing judges and staff with housing through state mortgage mechanisms, and completing the repairs of the Supreme Court building.

“Our main task is to increase citizens' trust in the judicial system. Every judge must make lawful, justified, and fair decisions,” concluded Mederbek Satyiev.
