On February 27, the Chairman of the Supreme Court of the Kyrgyz Republic, Mederbek Satyiev, held a meeting during which the results of the courts in the Osh region for 2025 were summarized.
Judges of the Supreme Court also participated in the event, including Bolotbek Batyraliev, Lepes Temirbekov, Bakyt Usubaliev, Kumushbek Joomartov, Bolotbek Akmatov, as well as the advisor to the chairman Ruslan Myrzalimov, the director of the Judicial Department Bakyt Kurmanaliev, the director of the Higher School of Justice Erkinbek Toktomambetov, and the chairman of the Osh Regional Court Erlan Asanov, along with other local judges.
In his speech, Satyiev emphasized that the effectiveness of justice depends on the level of professionalism of judges, their responsibility, and their ability to correctly apply the laws. He noted that consistency in judicial practice is an important condition for stable law enforcement and increasing public trust in the judicial system.
The chairman urged judges to approach each case carefully and rigorously, reminding them that judicial decisions must not only comply with the law but also be justified and fair. Satyiev stressed that justice is the foundation for protecting citizens' rights and an important indicator of the rule of law.
He also expressed criticism regarding a recent case in the administrative court of the Osh region, where salaries were paid to non-existent individuals. Satyiev characterized this as an encroachment on the state budget, for which criminal liability is provided.
During the meeting, the chairman of the Osh Regional Court Erlan Asanov presented statistics on the work of the courts for the past year. He reported that 45,870 cases were filed in the courts, of which 42,422 were considered. For comparison, in 2024, this figure was 39,734 cases, indicating an increase in workload by 6,136 cases.
Additionally, to eliminate violations of legislation, local courts issued 86 private rulings.
Satyiev thanked the judges and chairpersons of local courts for the results achieved and the high level of approval of judicial acts.
He also drew attention to judges with low performance indicators and emphasized the importance of taking measures to improve the quality of their work. Satyiev called for a thorough analysis of the causes of shortcomings and their elimination in the shortest possible time.
Furthermore, the need to enhance the professional level of judges and their active participation in educational activities was highlighted.
Over the past year, local courts in the Osh region have considered numerous cases in categories such as parental neglect in child support, theft, fraud, hooliganism, the production and distribution of extremist materials, illegal production and trafficking of drugs, divorce, and alimony collection.
The meeting also discussed issues related to the automation of case distribution, the audio and video recording system for court sessions, proposals and comments received through the QR system, as well as the material and technical support of the courts and personnel policy.
Satyiev noted that all the raised issues require not only discussion but also practical implementation.
In conclusion of his speech, he acknowledged the complexity and high responsibility of judges' work and emphasized the importance of transparency in justice and explanatory work.
