Mederbek Aliyev initiated an expansion of the definition of "narcotic substances," proposing to include categories such as "psychotropic substances, potent drugs, their analogs, and precursors." These changes affect the Civil Procedure Code, the Children's Code, and the Law on Advertising.
However, Ulukbek Karybek uulu sharply criticized the proposed document. He noted that the justification for the bill mentions amendments to the Family and Criminal Enforcement Codes, which are actually absent from the text.
"The justification should not contain fabrications. It is necessary to clearly specify the articles of the laws that are being amended. This is an attempt to deceive the deputies. We represent the legislative branch of power, and every document must be thoroughly worked out. Laws cannot be adopted with violations," he stated.
Karybek uulu also emphasized his support for the concept of combating drugs, but due to legal shortcomings, he intends to express a "special opinion" at the meeting of the chamber.
Mederbek Aliyev agreed that there are "technical issues" in the documentation. Nevertheless, representatives of the Jogorku Kenesh apparatus assured that the shortcomings in the justification do not pose a legal obstacle to the adoption of the bill.
However, the discussion escalated into a prolonged exchange: Ulukbek Karybek uulu accused Aliyev of manipulation, to which the latter responded with accusations of populism against his opponent.
It is important to note that this is not the first conflict between these parliamentarians. Just a week ago, the speaker of the Jogorku Kenesh already attempted to reconcile Mederbek Aliyev and Ulukbek Karybek uulu.
