At a meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev expressed dissatisfaction with the draft law proposed by the Ministry of Justice. This proposal concerns the creation of a registry of legal representatives.

Deputy Minister of Justice Orozbek Sydykov explained that this registry would allow registered legal representatives to represent the interests of citizens in court proceedings alongside lawyers.

In Bekeshev's opinion, such a step would limit citizens' access to legal assistance. He recalled the situation regarding the transfer of inheritance issues to private notaries.

“Currently, there is collusion between state and private notaries. Previously, obtaining a certificate of inheritance cost 1,000 soms, but now the price has risen to 20,000,” the deputy noted.

He also mentioned "cheap cases," where citizens file complaints against utility companies or government agencies without requiring significant financial resources. In such cases, they can seek help from acquaintances or law students.

“Now, according to the draft law, one can only turn to legal representatives who have a legal education, at least three years of experience, and are registered in the registry after completing paid training. This will lead to lawyers being unwilling to take on simple cases for 3 or 10 thousand soms. You are depriving students of the opportunity to practice in courts, which will result in an increase in the cost of legal services. Low-income individuals will become even poorer, while the wealthy will still be able to afford lawyers. Monopolization in the legal field is unacceptable. You compare with France and Germany, but let’s first raise salaries and pensions to their level. Are you living in a vacuum if you propose such laws?” Bekeshev exclaimed.

The parliamentarian urged his colleagues to reject this draft law. His position was supported by other deputies, who expressed concerns about the rising costs of legal services.

Deputy Attorney General Umutkan Konkubaeva also expressed the opinion that legal representatives are an unnecessary institution and opposed the draft law.

As a result of the discussion, the deputies decided not to vote on this document and removed it from the agenda.
