Deputy Against Special Status of the Ombudsman in the Law "On Conflict of Interests"

At a meeting of the Jogorku Kenesh, Gulya Kozhokulova, a deputy, expressed her disagreement with granting special status to the ombudsman under the new Law "On Conflict of Interest."

She noted that Article 28 mentions that the lack of action by heads of state bodies or local self-government when officials approach them regarding conflict of interest issues may lead to disciplinary measures, including the dismissal of these leaders.

“Why should we highlight this institution? We know that cases of conflicts of interest have occurred before. I am convinced that the responsibility of all state bodies for identifying conflicts of interest should be the same,” she stated.

Deputy Attorney General Zalkarbek Aknaazarov added that during the first reading, it was proposed to exclude this provision, agreeing that laws should apply to everyone, including the institution of the ombudsman.

In turn, Deputy Ombudsman Aichurek Nazaralieva confirmed that this provision was excluded from the draft law.
