In-Laws in the Conflict of Interest Law. The Deputy Asked the Official to Clarify This Provision

At a meeting of the Jogorku Kenesh, Deputy Toktobubu Ashymbaeva addressed the initiators of the draft law on conflicts of interest, asking them to clarify who exactly the law considers to be "matchmakers."

It is worth noting that the new version of the law expands the definition of "affiliated persons." This concept includes individuals and companies capable of influencing decision-making as a result of transactions, equity participation, financial dependence, or family ties. Among the affiliated can also be matchmakers.

Ashymbaeva emphasized that the term "matchmakers" has a broad meaning in Kyrgyz culture. "Who exactly is considered a matchmaker in this draft law? Could it be the parents of the son-in-law, the daughter-in-law, or all their relatives? In our culture, all relatives of the matchmakers are perceived as matchmakers," she noted.

Baktygul Usenalieva, head of the legal department of the State Agency, explained that in this context, matchmakers specifically refer to the parents.

"For example, if I get a job in an organization where my son's mother-in-law works, then my son is my close relative, and his mother-in-law is my matchmaker. So we are talking about close relatives here. However, the matchmakers of my cousins or siblings are not considered as such," Usenalieva clarified.

"Your understanding of the term may differ from how it is perceived by people on the ground," the deputy added.
