State Agency: There is no complete guarantee against personal data leaks

Since the establishment of the State Agency for Personal Data Protection in Kyrgyzstan in 2022, not a single information leak has been registered. However, agency representatives acknowledge that there is no absolutely secure information system in the world. These words were spoken by Deputy Director Kylimbek Madalbekov.

Deputy Bolot Saginayev emphasized that with the growth of electronic services, the state is accumulating more and more information about citizens. In this regard, he asked whether the state agency can guarantee the protection of data from illegal use and leaks.

In response, Kylimbek Madalbekov stated that the agency is constantly working in this direction and monitors compliance with legislation in the field of personal data protection. He added that there are many information systems in the country, both public and private. The agency checks whether the owners of these systems comply with the established data protection requirements.

Nevertheless, the deputy director noted that no government in the world can provide an absolute guarantee of security. According to him, in international practice, there are no information systems that are 100% secure. The maximum level of protection usually ranges from 99.5% to 99.7%.

“Therefore, it is impossible for any government system in the world to guarantee that leaks will not occur anywhere and at any time,” concluded Kylimbek Madalbekov.
