In the Issyk-Kul region, GKNB employees conducted a comprehensive inspection of pawnshops in Karakol. This initiative was implemented on the instruction of the head of the state committee, Kamchybek Tashiev, as reported by the agency's press center.
Seizure of Personal Documents
During the investigative and operational activities, it was established that some pawnshop organizations violated the Law "On the Activities of Pawnshops." In particular, they accepted documents related to personal information and ownership rights as collateral:
- citizens' passports;
- birth certificates;
- government documents on property and land ownership.
As a result of the inspection, 16 pawnshops were sealed. Control measures are ongoing for other establishments.
Combating Usury
In order to protect the rights of borrowers, GKNB employees conducted explanatory work with pawnshop owners. The main requirement is strict adherence to the Law "On the Limitation of Usurious Activities," which establishes that the interest rate should not exceed 30% per annum.
The state agency urges citizens to be attentive to documents when taking out loans. If situations arise involving forced seizure of pledged property or fraud by pawnshop employees, residents can contact the GKNB office in the Issyk-Kul region at 0392251180.
It is worth noting that the cabinet of ministers adopted a resolution "On Issues of Pawnshop Activities," which introduces significant changes to the regulation of this sector in recent years. This document aims to increase the transparency of pawnshop operations, tighten capital requirements, and protect citizens from illegal transactions. In particular, the project proposes to significantly increase the minimum charter capital of pawnshops and implement other measures to tighten control in this area.
