The GKNB detained a tax officer after receiving 500,000 soms in a parking lot — the court issued a verdict

An inspector of the State Tax Service was fined 1 million 200 thousand soms for accepting a bribe.

According to information provided by the press service of the State Committee for National Security of the Kyrgyz Republic on January 18, 2025, employees of the State Committee for National Security identified a case of extortion of money by inspector K.A.A. from the State Tax Service as part of the fight against corruption.

On January 14, 2025, during operational activities, the inspector was caught red-handed while receiving a bribe of 500 thousand soms.

A criminal case was initiated for extortion of a bribe in a particularly large amount, as stipulated in part 3 of article 343. The detainee was placed in the pre-trial detention center of the State Committee for National Security.

According to the materials presented in the State Register of Judicial Acts, Akmat [name changed to A.A.K.] was found guilty of accepting a bribe.

The Main Investigation Department of the State Committee for National Security on October 14, 2024, ordered a re-examination of compliance with tax legislation regarding the LLC "Aksuysky Distillery," which was assigned to the State Tax Service. Chief inspector Akmat, according to his job description, was responsible for inspections of legal entities and individuals.

The investigation established that from December 12 to December 26, 2024, Akmat conducted a tax re-examination, resulting in an additional assessment of 1 billion 325 million 288 thousand 805 soms for the period from January 1, 2018, to December 31, 2022. This included: excise tax — 1 billion 120 million 334 thousand 474 soms, profit tax — 79 million 402 thousand 478 soms, and VAT — 112 million 321 thousand 954 soms.

According to the Ministry of Justice, the director of LLC "Aksuysky Distillery" is Yesenaliev Maksat Ramisovich, and the founders are Kenjebaeva Gulbaira Kakenovna and Koichieva Kalima Duishalievna.

The company is registered in the village of Sadovoye in the Moscow district of Chui region and is engaged in the purification, rectification, and blending of spirits. LLC was registered on December 13, 2011, and re-registered on October 24, 2023.

The investigation established that, realizing that an inspection was being conducted regarding the founders of LLC "Aksuysky Distillery," Akmat, pursuing selfish goals, began to obstruct the completion of the re-examination.

On January 14, 2025, a representative of N.O.B. and V.O.B. — A.B.B. met with Akmat to sign the inspection act, where the latter demanded 1 million 400 thousand soms, later reducing the amount to 500 thousand soms. A.B. agreed to the bribe to obtain the act.

According to the investigation, Akmat called A.B. to meet at the intersection of I.A. and April 7 streets, where he arrived around 20:30. Around 21:00, in the parking lot of a supermarket, after receiving 500 thousand soms, Akmat was detained by employees of the State Committee for National Security. During the search, he voluntarily handed over the money, which was confirmed by audio-video materials.

By the verdict of the Pervomaisky District Court dated March 12, 2025, Akmat, born August 1, 1967, a native of the Uzgen district of Osh region, was found guilty of accepting a bribe and fined 1 million 200 thousand soms, with a three-year prohibition on holding positions in government bodies.

The measure of restraint in the form of detention was lifted, and Akmat was released in the courtroom; he was placed under a travel ban. Later, after the verdict came into force, this measure was lifted.

By the ruling of the judicial panel on criminal cases of the Bishkek City Court dated September 10, 2025, the decision of the Pervomaisky District Court remained unchanged.

The senior prosecutor of Bishkek requested in the cassation appeal to change the qualification of Akmat's actions to part 3 of article 343 of the Criminal Code with the imposition of imprisonment and confiscation of property, while the lawyer of the convicted demanded the annulment of the verdicts and the acquittal of his client.

The judicial panel, having studied the case materials and heard the parties, concluded that Akmat was fully guilty of accepting a bribe.

The Supreme Court on January 20, 2026, left the verdicts of the Pervomaisky District Court and the Bishkek City Court unchanged. The cassation appeals were dismissed.

The ruling is final and not subject to appeal.
