According to information from the press service of the State National Security Committee, the fact of extortion was recorded by the agency's employees. The inspector of the State Tax Service, K. A. A., was detained in mid-January of last year while receiving a bribe of 500,000 soms.
The case materials indicate that the Main Investigation Department of the State National Security Committee ordered a re-check of the compliance with tax legislation by the alcohol plant, for which the State Tax Service under the Ministry of Finance of the Kyrgyz Republic was instructed to conduct the corresponding audit.
This re-check was led by chief inspector K. A. A., who worked from December 12 to December 26, 2024, and compiled the audit report. As a result, an additional tax assessment of 1,325,288,805 soms was made.
However, K. A. A. began to obstruct the completion of the re-check and the transfer of the results to the State National Security Committee, knowing about the ongoing disputes between the founders of the plant and that his materials could be used for criminal prosecution.
On January 14, 2025, according to the case materials, a representative of the plant met with K. A. A. at the central office of the State Tax Service, wishing to obtain the signed report. At that moment, the inspector openly demanded 1,400,000 soms, but soon reduced the amount to 500,000 soms for signing the necessary documents.
That same evening, after receiving part of the amount, K. A. A. was detained in the parking lot of one of the supermarkets in Bishkek by employees of the State National Security Committee. During a personal search, the inspector voluntarily handed over the money received.
The senior prosecutor of the Bishkek prosecutor's office requested in the cassation appeal to change the qualification of the convicted person's actions to part 3 of article 343 of the Criminal Code of the Kyrgyz Republic "Extortion of a bribe in especially large amounts" with a sentence of imprisonment and confiscation of property.
The convicted person's lawyer, in turn, requested to overturn the court rulings and issue a verdict of acquittal, claiming that the charges were not confirmed during the court proceedings.
